Listen, understand, decide

A long-term vision.
Actions starting now.

The 2076 horizon opens the discussion. It will be translated into a five-year plan for 2027–2031 and then a priority action programme for 2027, with owners, timelines, resources and indicators. The process will inform municipal decisions; it is not yet an adopted plan.

Participatory territorial planning and foresight

Proposed method: shared assessment, 50-year scenarios, common vision, 2027–2031 five-year plan and 2027 priority actions

Online and paper questionnaire

A common question set, accessible on mobile and interviewer-assisted for people with limited digital access.

Dialogue in each district

Neighbourhood and village meetings; exploratory walks and maps of challenges, resources and places to protect.

Focus groups

Small groups of 6–10 people, facilitated by a moderator, with some separate spaces to encourage candid contributions.

Businesses, institutions and diaspora

Targeted interviews and remote workshops: economic activity, skills, partnerships and potential contributions.

Foresight and prioritisation workshops

Compare alternative futures, then rank actions by usefulness, equity, feasibility and cost.

Public feedback and monitoring

Publish aggregate results, validate the synthesis and explain which proposals are accepted, deferred or not retained. Each priority will receive a reasoned council response and a follow-up update.

An open and inclusive consultation

Every voice.
Several ways to participate.

Residents of every district and village; women and young people; older people and people with disabilities; fishers, traders and informal workers; traditional authorities; associations; businesses and port stakeholders; public services, schools and researchers; diaspora. Adapted meetings and accessible materials are needed so the consultation does not only reach already visible groups.

The questionnaire will collect voluntary contributions: its results will not be presented as representative of the entire population. A separate survey sample may be designed with the city and a statistician, stratified by neighbourhood and audience. Diaspora responses will be analysed separately.

  2. Week 3: pilot

Pilot questions with several audiences and adapt languages and formats.

  3. Weeks 4–7: listening

Combine surveys, neighbourhood dialogue, focus groups, business interviews and diaspora meetings.

  4. Weeks 8–9: scenarios and priorities

Analyse contributions, compare visions and develop priority actions.

  5. Weeks 10–12: feedback
