A vision for the city.
Priorities for action.

Blue Ocean supports coastal cities, local authorities and waterfront areas in strategic development and a transition towards a blue economy that creates value. We connect residents’ needs, the economic ecosystem and investment projects with a realistic pathway.

Define an engagement for our city

Six areas of support

From assessment to managing
territorial development.

A focused engagement or integrated support, adapted to the authority’s mandate, existing documents and available resources.

01

Territorial & participatory assessment

Establish the baseline: economy, jobs, services, infrastructure, environment, governance and residents’ expectations.

Territorial profile, indicators, stakeholder mapping, surveys and priority synthesis.

02

Coastal development masterplan

Build an overall vision of territorial functions, priority areas and relationships between city, port, coast and hinterland.

Scenarios, spatial priorities, project portfolio and phasing; coordination of planning, infrastructure and environmental expertise required by the engagement.

03

Strategic development plan

Define a medium- and long-term pathway and translate it into a five-year plan and annual programmes.

Strategic priorities, costed action plan, responsibilities, timeline and monitoring dashboard.

04

Local blue economy strategy

Connect ports, fisheries, aquaculture, tourism, industries, services, aquatic environments and communities with local development goals.

Value-chain assessment, sector priorities, governance, roadmap and economic, social and environmental indicators.

05

Projects, investment & partnerships

Turn priorities into projects: assess their rationale, clarify needs and prepare partner discussions.

Project briefs, pre-feasibility studies within the agreed scope, resource mobilisation strategy and project presentations.

06

Implementation & project monitoring

Support municipal teams, organise dialogue between city, port, businesses and residents, and monitor progress.

Governance arrangements, dashboard, periodic reviews, team development and policy briefs for decision-makers.

Our approach

Co-design. Prioritise.
Programme. Monitor.

1. Agree goals with the authority and review existing documents. 2. Combine data, surveys, interviews and stakeholder workshops. 3. Compare scenarios and prioritise projects by impact, cost and feasibility. 4. Specify responsibilities, resources and milestones. 5. Support monitoring and report findings to decision-makers and stakeholders.

Local grounding

Engaged local organisations and representatives facilitate consultations, field data, institutional relations and local follow-up.

Multidisciplinary coordination

Blue Ocean International defines studies, engages experts and international comparisons, consolidates outputs and supports partnerships.

Indicators for decisions

Employment, income, economic activity, service access, housing, mobility, inclusion, environmental quality, resilience and governance: indicators agreed with the city according to available data.

The contract specifies required technical studies and qualified expertise. Plan approval and adoption remain with competent authorities; financing depends on partner criteria and decisions.
